The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Topping the list for the Community and Social Services was Deputy Minister Janet Menard, who brought home $256,977.52 in 2016.

Following Janet Menard was Assistant Deputy Minister, Social Assistance Operations Richard Steele, with annual earnings of $197,915.76. Assistant Deputy Minister, Community and Developmental Services Karen Chan made $183,184.10, Assistant Deputy Minister, Social Policy Development Erin Hannah made $169,702.36, and Executive Lead Kevin Byrnes round out the top-five highest-paid employees with $169,093.69 for the Community and Social Services 2017 Sunshine List.
